Comprehensive Plant Evaluations (CPEs) can be primarily technical in nature (troubleshooting focused) or primarily management oriented (cost reduction or efficiency focused). In either case the key word is "comprehensive," incorporating broad elements of operations, maintenance, and management functions of overall system O&M. In either case identifying objectives and desired outcomes early, along with documentation requirements and ultimate application of the CPE on completion are key to structuring each CPE. Every CPE produces a Comprehensive Improvement Plan, the action plan for implementing improvements.
Training
A key challenge in training wastewater operators is to bring the level of operator understanding beyond rote learning to comfortable application of concepts to day-to-day, self-directed decision-making. This is particularly true with process control of biological wastewater treatment systems. Training begins with basic concepts, then through troubleshooting, process tuning (understanding optimization trade-offs), use of data (beyond collection of data), and practice over time to build confidence. Coaching during this process can be critical to ultimate success.

Wastewater Cost and Effluent Optimization
Managing wastewater treatment systems of any size requires the development of management systems, organization of activities and personnel, and effective planning and communication. “Managing” people requires diverse skills, job maturity, and organizational support. It is the most challenging aspect of any manager’s job day-to-day. “Management would be easy if it were not for the people!” Coaching is a form of hands on training in which the trainer/adviser works by phone and/or on-site in regular sessions with supervisors or managers to discuss challenges and opportunities which arise, discuss approaches, and progressively develop further understanding and skill in best practices.
